Erro ao acessar o apache2 [RESOLVIDO]

Salve!

Instalei o apache 2 no meu pc para fazer um LAMP, mas logo depois de instalar, tento acessar e recebo esta mensagem:

Forbidden
You don't have permission to access / on this server.
Apache/2.4.7 (Ubuntu) Server at 127.0.1.1 Port 80

Alguma idéia?

o serviço do apache esta iniciado?

Já fiz assim:

sudo chown USER:www.data /var/www/html -R
sudo chmod 750 /var/www/html/ -R

e assim:

sudo -R $USER:www-data /var/www
chmod -R 640 /var/www

continuo com o mesmo erro e quando reinicio o cara dá isso:

* Restarting web server apache2 AH00558: apache2: Could not reliably determine the server's fully qualified domain name, using 127.0.1.1. Set the 'ServerName' directive globally to suppress this message

Para resolver isto:

apache2: Could not reliably determine the server's fully qualified domain name, using 127.0.1.1.

Faça isto:

Acesse um desses dois arquivos: /etc/apache2/apache2 ou /etc/apache2/httpd.conf

e mude ou acrescente a seguinte linha

ServerName localhost

e reinicie o serviço.

beleza, suprimiu o erro, mas continuo sem acesso ao 127.0.1.1

Procure o httpd.conf e altere a linha

Require all denied

para

Require all granted

reinicie e teste.

Olá, também estou tendo o mesmo erro, mas pra mim a mensagem que aparece é:
Forbidden

You don't have permission to access / on this server.

O gozado que antes dessas sugestões que lí aqui eu conseguia acessar o index.php e até virtual sites dentro do diretorio var/www/html.

Já fiz as alterações até aqui sugeridas neste post e não conseguí resolver o problema, mais alguém aqui poderia ajudar?
