Horário errado Tomcat Catalina

Bom dia,
Estou com um problema no meu tomcat, ele está com a hora divergente do linux. Parece um problema de timezone, por exemplo, agora são 09:11 e no catalina são 11:11.
Fiz uma busca na internet e encontrei o seguinte para resolver: CATALINA_OPTS="-Duser.timezone=America/Sao_Paulo -Duser.language=pt -Duser.region=BR"
Coloquei no meu catalina.sh, mas continua o problema.

Alguma sugestão de solução? Abaixo meu catalina.sh.
