Não consigo instalar programas no ubuntu 15.10, 64bits

Olá Pessoas sou novo no ubuntu 15.10, e não consigo instalar programas de nenhuma forma nem modo gráfico e nem via terminal

Por favor oque eu faço?

Vai gerar um arquivo de texto na sua pasta de usuário, poste o conteúdo aqui.

Vc está usando 14.10 que já está sem suporte desde julho-2015
Faça bkp dos seus arquivos e instale o 15.10

Meu caro @Rodrigo, seu caso é suicídio!! Formate este HD e instale o 14.04.4 LTS (trusty) daqui:

Ou melhor ainda, baixe o Debian 8.4 (jessie):
http://cdimage.debian.org/debian-cd/current-live/amd64/iso-hybrid/

Obs.: Observe que lhe indiquei o Debian 8.4 com arquitetura 64-b. Se tiver menos de 2 RAM, procure por 32-b. Há vários ambientes aí, divirta-se.

Se for utilizar o Ubuntu eu recomendo que use sempre a versão LTS mais recente, no caso o 14.04.4, funciona muito bem e sem surpresas. Lembrando que esse mês lança o novo LTS, Ubuntu 16.04.

Galera que usa Ubuntu, muito cuidado com versões que não são LTS.
Prestem atenção no suporte da versão.
Se houver alguma dúvida em relação as versões que não são 12.04 e 14.04, favor acessar o link do Wikipédia.
Lá contém todas as versões do Ubuntu e o tempo de suporte de cada uma.

Versões que possuem suporte:
12.04 tem suporte até Abril de 2017
14.04 tem suporte até Abril de 2019
15.10 tem suporte até Julho deste ano (Atenção!)

Em 21 deste mês será lançada mais uma LTS, a versão 16.04 que será suportada até Abril de 2021.

Todas as outras versões do Ubuntu estão sem suporte, favor refazer a instalação com uma das versões citadas acima.

Numa distro sem suporte, além de insegura, não é possível mais instalar programas pelos métodos recomendados, nem é possível garantir a estabilidade da mesma.

Manter a distro atualizada e com suporte, é o mínimo que o usuário deve fazer, é mais que uma obrigação, é um dever!
Portanto, atentem-se para isto!
