comecei a fuçar o NM, vi de alguma forma que ele lê o arquivo /var/lib/NetworkManager/NetworkManager.state, que estava assim:

Editei esse arquivo, mudei pra "NetworkingEnabled=true" e rebootei a máquina... e volto a funcionar o auto echo 0 estranho as configuracoes estarem em /var/lib e nao no /etc OO
