Aparente conflito de chaves. Tente usar a opção "duplicate-cn" para aceitar uso de chaves repetidas, apesar de não ser recomendado. Se resolver paleativamente, já sabe onde corrigir.

Já passei por um caso onde somente funcionou corretamente via protocolo TCP, com certeza era problema no link mas foi a melhor solução no momento do problema.

Então, poderia postar server.conf e o client.conf?
Você está testando na mesma rede? Pois pelo log ele tenta conectar em um endereço de NAT (local), classe C.
Nas configurações do client.conf(ou client.ovpn), tem que estar habilitado para o ip de internet do servidor:
Tipo:
remote "ip de internet do servidor" "porta"
exemplo:
remote 177.85.8.22 1194
E tem que certificar que há direcionamento no router de borda da sua rede para o servidor de VPN nesta porta.
Já passei por um caso onde somente funcionou corretamente via protocolo TCP, com certeza era problema no link mas foi a melhor solução no momento do problema.
eu jà estou usando port 443 TCP...e tb ja tentei 1194 UDP que nao chega nem a estabelecer conexao.

O "ip de internet do servidor" eu coloquei i IP do meu pc, certo? E quando eu mudar de internet (casa-trabalho) eu preciso atualizar manualmente pq o ip muda. No caso eu estou testando sempre na mesma conexao. Pq eu compreendi que o servidor é o server que eu instalei na minha maquina. Eu tenho um usuario server e um usuario cliente no mesmo computador.

É um link corporativo? Se não recomendo usar uma porta alta, pois as operadoras bloqueiam portas privilegiadas como por exemplo a 443.

Faz o seguinte, você pode monitorar com o tcpdump uma porta alta específica, como 55000 por exemplo. Envia requisições via telnet e se chegar algo no servidor troque para a porta que estiver aceitando as conexões.

Deixa só 1 arquivo (ovpn) mesmo no cliente. É linux ou windows o cliente? Se for linux renomeia pra *.conf, exemplo: mv cliente1.ovpn client1.conf e deixa somente um arquivo.
Uma coisa:
Na configuração do servidor:
ao invés de: proto tcp
use : proto tcp-server
no cliente use: proto tcp-client.
Testa pra gente.

Umas sugestões:
Mude a porta para 1194 e protocolo TCP
Se a conexäo com o servidor ëcom ip dinâmico, sem problemas. Basta utilizar a opção float que o próprio OpenVPN se encarrega de atualizar o ip.

Uma coisa:
Na configuração do servidor:
ao invés de: proto tcp
use : proto tcp-server
no cliente use: proto tcp-client.
Testa pra gente.
Apaguei os outros arquivos e renomeei para client1.conf, também fiz as alterações que sugeriu.
