apache2 nao reiniciar ou inicia

Prezados ,

Sou iniciante e não consegui rodar o apache2 após tentar configurar o virtualhost.
recebo a mensagem
" ~$ sudo service apache2 start

Encontrei mais um site que dizia para usar -
apache2ctl configtest- recebi a mensagem
" apache2: Syntax error on line 219 of /etc/apache2/apache2.conf: Could not open configuration file /etc/apache2/sites-enabled/library.conf: Permission denied
Action 'configtest' failed.
The Apache error log may have more information."
