Sim, tentei a versão 17.6 tanto pelo Terminal quanto pelo gráfico. Ambas abrem o Kodi porém de imediato ele é fechado.
Por isso preciso da versão anterior que é a 17.3 e ela está apenas em .tar.gz.

No fórum do Kodi foi verificado que há um problema no Addon iptv-simple-client na versão 17.6.
Não há qualquer erro. O Kodi abre e fecha justamente por causa do Addon em questão.
Por isso eu preciso instalar a versão anterior (17.3) que tem apenas em .tar.gz, porém não sei instalar..!!

Na verdade eu só respondi o Zoma, que disse que eu não sabia instalar pacotes. No Slackware você precisa saber descompactar todo tipo de arquivo, entender o que os arquovos de configuração do programa fazem, além das flags do GCC.

TEnta dar uma olhada no synaptic (se não tiver instale-o: sudo apt install synaptics)Quando abrí-lo procure pelo pacote kodi, selecione-o e vá na aba em cima chamada Pacote, selecione Forçar versão e veja se tem a versão anterior disponível.
outra dica é buscar no site do Mint o pacote anterior e instalá-lo com o dpkg -i

Pelo Synaptic eu já verifiquei e tem apenas a versão 16, porém ela é bem antiga..!!
Estou no site porém não encontro lugar para baixar pacotes. Apenas baixar as versões do Mint..!!
Entrei também no Fórum abaixo para ver se encontro algo, porém também sem sucesso.

Na verdade eu só respondi o Zoma, que disse que eu não sabia instalar pacotes. No Slackware você precisa saber descompactar todo tipo de arquivo, entender o que os arquovos de configuração do programa fazem, além das flags do GCC.
Eu nunca disse que VOCÊ não sabia instalar pacotes. O que EU disse foi que, não é porque você(s) sabem compilar qualquer coisa que qualquer usuário de UBUNTU irá saber. No Ubuntu não precisa compilar nada, a não ser em casos extremamente raros - como o que parece o caso do cidadão acima.
Ubuntu é uma distro, que foi feita justamente pra evitar compilação. É uma distro user-friendly, out-of-the-box.
Falei do .deb apenas como exemplo... Parece fácil instalar um .deb via terminal quando se tem conhecimento, mas na pratica a grande maioria não sabe disso. Muitos abre e instalam .deb com dois cliques. Muitas distros trazem consigo o pacote gdebi ou então um programa específico pra abrir .deb em dois cliques, como no caso do Deepin OS no qual não lembro o nome do programa.
Tente se colocar sob a visão de um usuário novato de hoje em dia. Hoje em dia, usar linux se tornou tão fácil que certas distros pode-se fazer tudo (ao menos, tudo o que um usuário comum vai usar) sem o uso do terminal. Um user novato de hoje é totalmente diferente de um de 10 anos atrás.

Pra compilar você precisa dos arquivos -dev. Veja You probably have to install the development version of the Python package

Instala o pacote python2.7-dev e veja se dá certo.
