Provavelmente vc não indicou qual banco deseja conectar, executando export ORACLE_SID=nome_do_seu_banco.
Tenta fazer isto, se o fez, e já esta conectado em um banco que já foi previamente criado, inicie o banco com startup.
Entao colega, eu ja fiz essas etapas de exportar o ORACLE_SID, veja como esta meu (/home/gabriel/.bashrc)...
export ORACLE_HOME=/u01/app/oracle/product/11.2.0/xe
export ORACLE_SID=XE
export NLS_LANG=`$ORACLE_HOME/bin/nls_lang.sh`
export ORACLE_BASE=/u01/app/oracle
export LD_LIBRARY_PATH=$ORACLE_HOME/
depois dei o comando: "source /home/gabriel/.bashrc", para exportar tudo.
... e tambem tentei usar o startup no SQLPLUS ae aparenteu o seguinte erro ...

ORA-01078: failure in processing system parameters
LRM-00109: nao foi possivel abrir o arquivo de parametros '/u01/app/oracle/product/11.2.0/xe/dbs/initXE.ora'

... ae fui no diretorio vez se o arquivo(initXE.ora)existe, existia so que estava com outro nome, com este > init.ora, ae eu fiz o startup com o 'pfile', deste jeito ...
SQL> startup pfile='/u01/app/oracle/product/11.2.0/xe/dbs/init.ora';
ORA-48108: invalid value given for the diagnostic_dest init.ora parameter
