Tanto que está escrito assim:

It is no longer officially supported, but hal is still available in the AUR.
FAM has been removed from the official repository as it is considered deprecated. You can install FAM from Arch User Repository (AUR).

e isso:

FAM is obsolete; use Gamin instead, if possible. Gamin is a re-implementation of the FAM specification. It is newer and more actively maintained, and also simpler to configure.

Parece que o gamin substitui o fam.

Dá erro ao complitar o HAL, uma vez tentei compilá-lo manualmente e deu um erro de que precisava ativar o policy-kit

Você baixou e compilou com o makepkg?
O kde usa isso policy-kit!
Buscando com o pacman não achou o pacote do hal, nem o fam e muito menos seu substituto?

Olha você tem um dependencia não satisfeita, procure essa lib: glib-2.0..

Manda o link desse pacote que você tá tentando instalar!
