1. Erro de Atualização - Ubuntu 13.04 [RESOLVIDO]

Fala pessoal do VOL, estou com graves problemas no meu sistema UBUNTU 13.04 e venho aqui recorrrer a ajuda de voces...estava tentando diminuir espaço em disco do meu notebook... e inventei de remover alguns pacotes do sistema através do Synaptic...até aí tudo bem...
...mas ao remover alguns pacotes, a barra do menu lançador na lateral esquerda acabou sumindo, assim tambem como a barra do menu superior, onde informa a hora, a data... a conexão , etc... estou sem acesso aos ícones, aos programas, etc...
...tentei pesquisar alguns comandos na net como atualizar a distro, fazer um upgrade, etc, mas estou achando que minha conexão ta zuada, porque ele não conecta aos sites...
exemplo : ao digitar no terminal ( Ctrl + Alt + T ) o comando sudo apt-get update

Eu to achando que tem algum tipo de bloqueio na minha rede, sei lá, coisa desse tipo, por que ele não ta conseguindo conectar ao sites para fazer as reparações... e to precisando fazer as reparações... to pesquisando na net e nada... se alguem puder ajudar, fazendo um favor, por que perdi tambem o meu cd de instalação.
Queria saber se tem jeito de deixar o sistema novamente "redondinho" pelo terminal, porque do jeito que está ta muito complicado.
